No. It absorbs reflections inside the room so your voice sounds drier and closer. Blocking outside noise requires mass and sealed construction, which panels like this cannot provide.

It is not a full enclosure. The panels close around the mic and your head, treating the space directly in front of you rather than surrounding your whole body.
