No. Brushes need a coated head to produce their sweep sound. A clear head gives almost nothing under a brush.

Either. Used on top it's the batter you strike. Used on the bottom it's the resonant head. Same head, both jobs.
03Will this fit a 15-inch snare?
It fits a 15-inch shell diameter, but a clear single-ply is a tom head. A snare batter and a snare-side head are different products.
04How long will it last?
Single-ply heads dent and lose tone faster than two-ply under hard playing. Light to moderate hitters get much longer life.
