No. It is built for the narrower diameter of metal tenor mouthpieces. On rubber it will not tighten down far enough to hold the reed.

02Is this the same as the alto version?

No. This is the tenor size, model C-2M. The alto model is a different, smaller part.

03Does a cap come with it?

Yes. Ligature and cap ship together.

04How tight should I set the screw?

Snug enough that the reed will not shift when you push the tip with a thumb. Past that you are damping the reed and losing response.
