No. This is cut for Eb clarinet mouthpieces, which are noticeably smaller. A Bb mouthpiece will not fit inside it.
02Does it come with a cap?

03Which side does the screw go on?
Rovner ligatures tighten from the side opposite the reed table, so the screw sits away from the reed. Snug it by hand only.
04How tight should I make it?
Just enough that the reed does not slide when you nudge it. Overtightening deforms the ligature and can mark the mouthpiece.
